Quick question is it to soon to start adding azomite rock phosphate an kelp an lime to seedlings if so how much they are three weeks from seed . An what is the best things to help jump start young seedlings

Yes it is...add nothing but compost at this point, Marine. Dry amendments don't work like nutrients- they take a real long time to become available to your plants so if you had some soil to recycle and/or amend you should put it in a tote bin & add all your stuff ya got there to it - wait 30 days or so & then transplant your young plants to it. The best thing you can do right now to make your plants healthy in the future is to start up a worm bin and/or a backyard compost pile. Compost is the key to it all & what drives your soil to feed your plants- alotta organic noobs bypass this but it's super important in organics
