Seedlings with yellowish stains

Hello,

I am having problems with my seedlings and I don't know what's wrong. They seem to have yellow stains, they are developing very slowly and the leaves seem twisted and in bad shape. Could this be possibly too much light ? My bulb is brand new. Couldn't get better quality pics. ANy help appreciated.

yeah it could be too much light. how far are the seedlings from the light?
