seedlings very small help!

hi. basically my seedlings have been planted for 4-5 days under 4 20w cfl's 24/0. they havnt grow upwards much and they only have the first sed of leaves and are just less that 8mm each. is this normal? they are only just over a cm tall. could this be due to the strain? its sativa. thanks alot guys

If you are using CFLs, make sure you have them right on top of the plants. no more than like 2 inches. What kind of medium are u using?
