Seedling seems stunted yellow tip on first proper leafs and wilting

First proper leafs are going light green , yellow colour and curling down am I overwatering?

I suggest only watering when soil dry on top and only water with about a cup of water, thats how I do it .

I dont water till the pot feels light, sometimes it may be dry up top, but at the bottom of the pot its soaked due to the water no draining properly which bring up my last point make sure the drain holes are not clogged.

Does it sound like it is overwatering then ? And I use smart pots

really need pics here dude, but when you over water a plant the leaves will wilt and the plant looks the same as being underwatered, so it can be hard to tell sometimes.
Could be a light related issue if your leaves appear to be cowering away from the light, try lifting the lights and less water.
