So the hard seed shell of the seeds i had in a damp paper towel with just a teeny bit of water at the bottom fell off as i opened it up and i planted what i felt like was just the root.

I had it a small paper towel, about 4x4 inches and had only 2 seeds in there and damped it and let it sit for 3 days in a glass in the dark. When i got it out today the roots were about a little more than an inch long. Did i let them sit there too much? is it ok if the seed shell falls off? I just used plain tap water for the seeds.

You should be fine - it should look like a piece of corn with a tail...make sure the tails buried and the corn bit is almost sitting on the soil but SLIGHTLY buried (like a millimeter - that piece of corn unfolds into the stem and starts growing leaves...)
