Safe to flower?

Hey guys! So I have a few mothers I want to flower. These girls have been in veg for 255 days now.
I'm concerned about the lower growth through. Its kinda sparse and yellowie and there are leaves drying up from the tips. Maybe its just lack of light or the age of the plants. For the most part I have not been giving them any nutes, just PH'ed tap water at around 6.5 (in soil). Its probably been a couple months now since I stopped feeding them. The thing is, I don't see any improvement when I do feed them, so why spend the time. There are some random fan leaves at the top that are yellowing and dying. What do you guys think? Should I flip them now or try some things to improve health first?

I can't see the pot, but it's hard to imagine that it would not be root bound.
You know, I wish they were root bound. They are in 7 gal smart pots. The last harvest showed that there was still plenty of soil and room for the roots when I cut down the plants. Those plants were the same age and that was only a couple weeks ago.
Maybe my roots aren't as healthy as they should be...
