Im doing my 1st reveg right now,im no expert at it but i can tell you its going to take a lot longer than 3 weeks,it took mine 3 weeks to start showing new growth.

After you harvest all the buds leave a few very small popcorn bud sites untouched on the lower branches, then chop off alot of the old growth branches, you'll then need to take a butcher knife or saw & cut out about half the old root mass & repot in fresh soil, give it some nitrogen once a week & wait it out,the plant will start to reveg in a week or two.
