you don't need reflectors for cfl's. They are more efficient without reflectors as most of the intensity is generated from the sides of the bulb. Put a reflector on it and you just reduced the intensity of the light by half.

Reflectors actually increasing illumination.
In other words; the foot-candles or lux at a point in space will be greater from a source with a reflector.
