Question on exhaust fans

Would a 4" Vortex ( 174 cfm ) be overkill for a 4' x 2' x 2' grow chamber?

Should be fine just make sure your intake is the same size.

So a 4" hole for passive air intake correct?
Is it recommended that the intake be on the bottom, and the exhaust be at the top?

Yeah you are right 4" intake at the bottom exhaust out the top.

If you properly vent you lights and supply your c02 the need to vent will be greatly reduced. My grow have ZERO air exchange. When you eliminate the need to run exhaust and or new air the problem of insect, mites in particular, is reduced dramatically. We almost never have mite issues or fuzzy molds and such. The key to indoor growing is really understanding you enviromental needs and how best to address them. For lights I prefer MAX fans to push and a booster fan on the back end to pull and reduce back flow. Good luck
