Question about fertilizers, how much jacks classic to use?

I am using jacks classic blossom booster for flowering, however, I have seen everywhere on this forum to use 1/4 strength... but does that mean 1/4 teaspoon (as is on the label) or 1/4 strength meaning 25% of the recommended label dosage? (I know this has to be an extreme newbie question )... and how often should I be fertiziling at 1/4 strength? (right now I am watering about once a week, and have been nuting one week then only water w/molasses the next)... but they are starting to experience signs of deficiency, so I have a feeling I am not doing something right

ive used jacks classic and had no problems with about a 1/4th per gallon wich is the bottom lil section on the measuring cup in the tub
you could prolly use that every time you water as 1/2 teaspoon is recommended for every other week/water
