Proper Active Intake & Exhaust config

I have a grow room thats 3x3x9, and Im going to be using a active intake and exhaust. Both holes will be the same size, the size of a rectangular heat vent.

For exhaust, I have a 120V 125CFM axial fan, hooked up to a 12inchx4in carbon filter. The vents I am planning to use will be 4 inches also. I dont know if a 6inch vent will make a difference

I had planned to use a passive exhaust but I read that it might not be enough if its the same size. Everywhere I read says that passive, you need twice the size.

Now, because Im restricted on the size of the intake vent(has to look like a heat vent), I want to use a active vent system. What are the requirements for an efficient air flow system that provides good negative pressure? Do I just need less CFMs for intake, than for exhaust? So would a computer fan 50 CFM be enough? I need some expert opinions. Oh yeah, Im going to be using a 400W HPS, and most likely a cool tube/sealed hood(same thing?)

I have done a search, but I couldnt find anything on active intakes and exhausts
