Looks like mites to me those little speckles are where the mites are sucking the energy out of the plants, I may be wrong but that is what it looks like to me have a look under the leaves real close see if you can see tiny little black dots, the eggs are translucent but you would be able to see more with a microscope.

neem oil or horticultural oil, i know there are other products others would recommend

simply spray/mist your plant, take paper towel and wipe it off.
DO NOT look at them creepy little things under a microscope! i did that once,got the willies. the freaky little things. i'm still all itchy just thinkin' about them. i turn the leaf over in a bright light and see if those little spots move. they seem to either like the heat and get excited or they're trying to hide. creepy little buggers. pirate bugs love to eat them. i get them at my hydro store.
