Plant not showing sex!

Plant is not showing sex. No preflowers that I can see. My other plant is already starting to flower. White hairs and is stretching. My other plant is stretching but not showing... They are from the same batch of bag seed. Actually from the same nug even.

Did i do something wrong? Ive never seen a plant not show sex this late in the season and im kinda worried it wont finish in time.

How about some pics?
I'm no pro, but it's not really "late in the season" if you're like me.
It took my plants until the 12=14th week to show signs of sex, due to the fact I didn't know what I was doing, and started them wrong.
And, from what I have read, stretching is from lack of light, or light too far away.
Pics and some details, like soil, lighting, nuts., would really help the knowledgeable guys and gals here help you.

well they are outdoors in the ground. i started them from seed oh....... around 420 or so? the reason im concerned is because my other female has been showing at 10-12 weeks or so... they are 16 weeks about roughly now. I cant even see ANY preflowers on the other one. I can get pics but not till the next couple days because they are away from home but anyways heres some more details.

roughly 16 weeks old.
in the earth with FFOF (3 foot deep by 1.5 feet wide)
Nutes im using is organic fish fertilizer 5-1-1. also have some Fox Farms Beastie Bloomz 0-50-30. I know this isnt what i should be using throughout flowering and im not planning to but i had a P def and i needed to get something quick and i got suckered in by the front of the label.. i mean i was stoned and theres a huge t rex holding a giant chile.. how could i NOT buy that lol. im not sure of the ph of the soil, whatever the ph FFOF is is what it is. oh, i should mention that i just transplanted them into FFOF about 2 weeks ago, up until then they were growing in organic coco soil for seed starting.

the reason they are stretching is because they are getting ready to start flowering, the days are getting short where i live at just 13.5 hours of sun light about.

DUDE, don't mean to laugh at you, but I learned looooooong ago, not to go shopping after drink or smoke LOL.
Don't feel bad, I started mine in the garage, didn't have a clue what I was doing, even started them off with 12/12 from the flourescent shop tube over my workbench, but mine just kept growing, and growing, and now I have 3 plants that have all been within 2 feet of each other, had similar watering, fertilizing, and lighting conditions, but are 3 different heights and diameters, at the age of 17 weeks or so. Gradually I started to get more interested in them, now can't wait to see what I can end up harvesting!:-P:-P
Be patient, many good peeps here, I'm sure they will help you!
PS. mine were at 12-14 weeks or so when I moved them outside before they showed the sexual organs
