Plant not growing taller!

My plant is now about 4 weeks old and is barely over an inch or two tall. I do not know what is wrong with it and the first set of leaves are turning yellow for some reason. I need help! This is my first grow and im getting nervous whether i will be able to get anything off of this plant.

either you stressed the hell out of it at the start and stunted it or its a little mutant and you just wasted 4 weeks

after 4 weeks you would have nice sized plant something is def wrong. its not worth doing anything just start over

What kind of lights do you have it under and how far away are they?
