Plant growing weird

My plants have been budding for awhile but one of my plants has been growing really weird and non of my other plants are doing this. Can anyone tell me whats happened and what I can do?




It seems to be very thing and scraggly at the bottom and growing weird.

what the hell?!


Honostly it looks light starved if i had to make a stoned diagnosis.
