Yes, but you might want to second guess your choice of a "vertical" bulb, they are meant to be operated in an "upright" position rather than "sideways" - it really depends on what the reflector will accept.

Open fixture means that there is no protective shield (usually tempered glass) surrounding the bulb, in case of "Popping - Breaking or Exploding. A "Closed Fixture" acts like a "Safety Cage", containing any broken glass in case the bulb is "broken". Bulbs that are rated for use in Open Fixtures often have a plastic "Safety Coating" that acts as a sort of "container" for the bulb.

The ballast you ordered is most likely a "ballast replacement kit", which means it doesn't even come with a plug or a light socket, just the three main parts: a transformer, a capacitor and an ignitor (plus some misc. hardware). Yes, you will need some type of a reflector / hood / or "Cool-Tube", that has a built-in light socket.

If it's too late to change your order to a "Horizontal" bulb, you will probably want an umbrella style, "Parabolic Reflector" that holds the bulb in a "Straight Down" position.
