Over watering?

Alright, so im a bit concerned with what the hell my plants deal is. I have been led to believe that it is over watering, but it still would be real swell if I could get some opinions on this shit.
It appears to have droopy leaves and burns on the tips of several of them.

My plant is about 3 weeks old. (not root bound?)
It is about 4 feet under a 1000w Hps (possably too much light?).
Temprature is at 78 F .
Humidity is at 60% .
I dont know what the Ph is due to the fact that I have no way to test it (dont think its a problem though because I use the same water on all my plants and they seem to be doin alright). But if, however, it is that much of an importance to know, I guess I'll just have to rack some testers from school er' some shit.
It is of some unknown strain that my mom gave to me. she said it was prolly like 4 years old, and not very well sealed. So in my opinion it is basicaly a miracle the little fucker even germinated.

If it is over watered, how often shall I be watering my plants?

I would also like to ask, When and how often sould I be using superthrive? Ive heard for dope results, every watering.

Yep, definitely overwatering.

I know it seems silly that the leaves would brown and die from overwatering, but they do.

Get a feel for how much the pot weighs when it's FULLY dry. it'll be super light compared to when it's just been watered. You can tell if it needs water by lifting the pot and feeling how heavy it is.

Depending on how big your pots are, you should be watering every 3 days or so.

Looks a bit too young for heavy nutes just yet. Have the cotyledons yellowed and fallen off yet? Those are the first "leaves", the ones that don't really look like leaves at all. I'd give it another week or so to recover from the current stress, then give it a VERY low dose of fertilizer. Feed it once a week until it's time to flower, gradually working up to a full dose.

It could possibly use transplanting into a bigger pot, as the root ball is typically about 3x larger than the growth above the soil. Lift it up and check the drain holes on the bottom of the pot. Can you see any roots? If so, it's time to transplant.
