Outdoors: Anyone flowering in so cal?

2 questions:

I was just wondering if anyone in so cal has started to flower yet. I have 2 2-1/2 ft plants that I started from seed in the middle of Feb and they have yet to flower. The plants are healthy but I thought I would have an early harvest by now or at least at the final stages. I sexed them ( pre flowers - white hairs) at the end of March and it seems they are just growing but haven't started showing buds. Any suggestions?

I also have a problem with one plant. One is a sativa / indica mix that is healthy but the fan leaves on top of the plant have a variation of 5 points to 3 point leaves. My first grow had up to nine points but this one is no more than 5 but most of the smaller fan leaves have three points. Does anyone know why this is happening? The plant is healthy and all but I am just curious as to why this is happening.
By the way, I don't know the strain...they were from some good bag seed.

2 feet and started in feb? that doesnt sound right. mine were started at the end of march and are over 5 feet and im on the north east. days are just now getting shorter anyway. up till june 20th the days were increasing . they may start to flower now that the days are shortening but probably in a few weeks. dont u want 2 foot plants to veg aslong as possible anyway?
