One plant health not like the others?

TL;DR
13 plants doing mostly fantastic; But one plant has seemed less healthy and lagged from the get go despite getting same treatment and conditions as all the others. It hasn't seemed to "grow out of it". Wondering if I should consider any interventions or even just getting rid of it to make space for the healthier plants? Why would it be so unhealthy looking compared to all the others?

1. The overall grow. Generally looks healthy and has been growing fast. Today is Day 26 from seed.
There are 5 strains in here (3 x Green Crack, 3 x Obi Wan Kush, 3 x Afghani Hash, 2 x Jack Herer, 1 x White Widow). IN THIS PHOTO the unhealthy plant is at the TOP RIGHT (it is Jack Herer). The plant directly to its left is its healthier Jack Herer sister. (fwiw - Jack Herer was the only strain to have a seed not pop).

All plants in the garden have had same treatment, nutes etc. And for what its worth the sicklier Jack Here was drinking pretty much same as the others, and its roots looked quite healthy when transplanted to 2 Gallon.

My first grow in 20 years.
2x4 tent ; Pro Mix HP Medium ; Advanced Nutrients phPerfect Micro/Grow/Bloom (other details not likely relevant)
May 7 - Put 14 seeds in rooters
May 12 - 13 have popped with cotyledon out, one (Jack Herer) never popped despite further efforts. // given 1ml/L of nutrients (25%)
May 18 - watered at 25% (1ml/L)
My 25 - watered at 50% (2ml/L)
May 29 (Day 23) - transplanted to 2 gallon fabric pots, watered at 75% (3ml/L)
June 1 - photos taken today
