Think about this: The government doesn't like "free" music or video downloads for the very same reason they don't like pot and pot growers. THEY CAN'T TAX IT.

This is a part of the health care bill that your senator or congressman didn't read. So, you could go to their townhall meetings and raise holy hell. That's what a lot of people are doing.
