I have done lots of research for indoor grows but I can not afford to get an indoor grow going to I live in Northern KY and was wanting to know the best time to start plants out doors. Any feedback is appreciated.

Spring. Depending on how big you want them to get. If you plant later they won't have as much time. It's just a plant look to nature.

N.Kentucky legal these days? j/k
start your seeds in party cups inside about a week or two before last frost; use cfls to veg them for a week--i'd probably go with a 24hr light schedule right now, keeping the lights 2" from the tops of your seedlings. Weather your seedlings after about a week before you plan to transplant by taking them outside and letting them sit in direct sunlight for an hour or so a day. Once threat of frost has passed, till up your planting site, use your amended soil mix, and transplant.
be easy,
