Newbie Germination enquiry

I have always been more of a lurker than a contributor in this forum. But today guys, I need your help, I have just set up my grow room and removed the seeds which I previously purchased online with the intention of starting my journey into a happy farmer. However, I have hit a brick wall on the germination front! See, I have this partner who lives at the grow house, I myself have two jobs so I couldn't always be at the grow house, which is located at a remote part of a city. TO cut a story short, my boy planted the seeds into the mix before telling me, and left in the wet soil for 4 days, and still nothing has happened. We then took a drastic action of removing the seeds from the soil, placing it directly between two moist paper towels sat in between two ceramic plates. It has been 3 days since the drastic action, and I have begun to notice, a white blotchy maybe moldy substance on one or two of the seeds.... on the other hand a few of the seeds have cracked, but no spourts growing out of it yet.

What do you think is happening here guys? Is it the transition from we soil to paper toil to blame for this? We live in a pretty humid and hot country and the seeds have been placed in a n indoor temperature of around 30 degrees, which from what I have read is suppose to be ideal! Anyway guys, would really appreciate it if some one could shed some light on this situaiton.
 
In the process of copping new seeds already, but my aim is to learn from my mistakes... I am going to buy a propagation kit online, hopefully bolstering the success of my germination process. I have thought that the soil I embedded the seed in was too full of nutrition, perhaps too much potassium and phosphorus? My partner did add some bone meal into the soil mix, without adding sufficient perlite or similar material to allow better water drainage... I am just de-briefing with the dude now, trying to figure out what went wrong so we don't have to repeat the mistake again!

Any thoughts? I'll try to provide as many environmental factors for a better assessment!

No n, no p, no k. This is the desirable soil comp for seeds and clones, I dont give my girls anything, prior to transplant, Some growers will put their sprouts directly into the soil. I don't advocate this, I like my girls to get going a little first. Also nute needs are variable from strain to strain specific genetics to specific genetics. Unless you have grown that strain "you" don't have a clue what it needs... Your germination debauckle is, well bummer. I wouldn't recomend a germinator, I'ts clearly one of those "more money than brains", pieces of equipment, some seed suppliers suck,therfore, sometimes a bank will get a batch with un-viable seeds. I won't say that was your specific issue, but it happens. Your plate and paper towel method is tried and true. Personally I use an old tupperware sandwich container and un bleached, un inked papertowel. egg cartons works as well, any way my hightech germinator "tupperware", has served me for over 20 years. It doesn't owe me a dime.

Prepping the pot for germ: near as possible to 0.0-0.0-0.0 bag soil, if your new to this I mix all my organics myself, I also flush an organic bloom at the end. This is not needed to provide the desired result with your organically grown bud, but to prep my used soil for my next clones and seedlings. Just another plus, of doing it organic.

Do: add extra Perolite, my babies like to dry-out rapidly, as do most. This helps keep your humidity down in your room as well. You don't want to have big buckets of mud sitting around in your grow erea under hot lights. Make them dry out and dissapate. I add almost 1/4 to 1/3 perolite, depending on atmosphereic humidity, seems like alot? It is. Try it you will have great results, the more humid the climate the more you add. period. 30c or 86f is spot on for a good grow, during bloom you will want it to cool some during lights out keep this in mind, and mabey plan for it.
