If the lower light on a plant are getting pretty good light with those finish before the top colas due to size. Obviously the top of the plant is getting the most light but I have pretty good lighting to the bottom nuggets and they seem to show more red/brown hairs than the top at this point which is just over 7 weeks of flower.

you can harvest the top of the plant and let the bottoms go for a bit if you want. its best to avoid this kind of situation by training the plants right so you dont have any sites that arent getting light, if you think the bottoms are finishing first harvest the bottom and let the rest go for a bit

The plant will become mature around the same time. Don't bother harvesting in sections, if the whole plant is getting light then you should be golden. Just wait and see.
