Both are important. Kelvins relates to the "colour temperature" of the bulb. Lower, "warm/soft" temps, around 2700˚K, project light in the red spectrum and are what marijuana likes during bud production. Higher "cool/daylight" (6500˚K) CFLs are good for vegetative growth and put out light more in the blue spectrum. A full-spectrum effect is great during both stages. For example 3:1 blue:red during vegetative, 3:1 red:blue during flower. The intensity of the light is measured in lumens. You'll want to try to get at least 3000 lumens per square foot. There is a limit where too much will just be overkill, especially when it comes to the electricity bill, but you'll want to aim for something in the 4000-5000 lumens/ft squared range. Most bulbs will have the Kelvin temperature on the plastic part of the base or somewhere on the package. As most companies offer bulbs that span the spectrum, each giving their own name to each temp, make sure that it says the temp in degrees Kelvin to ensure you get exactly what your plants want. If it doesn't say, find another brand that does! Hope this helps clear some things up!
