new grow setup could use some pro help

Hey guys,

I'm pretty new to this particular forum and I could use some help with my first grow.
I am starting some white widow and malawi gold seedlings off which I obtained from a friend. They have been germinated in miracle grow soil and are a bit stretched due to the position of his particular grow light. I do not own a PH meter yet, I let my water sit out for 48 hours and try to keep it aerated.
I have used white sheets in hopes of reflecting as much light as possible, since I cannot paint the area they are in. I will be upgrading to black and white poly when my budget allows and a 1000w MH light in a new grow setup. All of this will be done by april 1st.
I watered them 4 days ago and will be watering them again, any suggestion on exact amount so I am not drowning/droughting my plants. A couple are looking pretty dinky but they were in that state when I got them, I have rooting powder with iba but i do not know if I can use this on already germinated seedlings in any beneficial way.

I have three florescent bulbs
the specifications for them are:

1. 150w cool white cfl 4100k 2600lumens
2. 25" warm white florescent 3450k 725 lumens
3. 35w (2 year old bulb, specifications N/A)

I also have a blue incandescent aquarium bulb which I know produces more heat then light. I have no clue if this will serve any benefit but I figured since it is a blue bulb it might help with vegetative growth at some point. I have the lamp switched off but since I am planning on getting the MH light within the next 3 weeks will it even be beneficial to turn it on at all?

Any help and suggestions would be appreciated
again, I am going to be investing in a new setup soon
I hope these plants will survive the move to the new place. My babies are precious.
