You can spray whatever you want on them just MAKE SURE to not get any on the buds or you will be harvesting mold and not buds.

No, don't spray neem on flowering plants. Instead mix it up, and water it into your medium. The ingredient in the neem that shuts down pest is mobile (can be taken up by the roots), and can travel in the plant, to the interior of the stems, leaves, buds. There it can do it's thing, without making a sticky mess of your buds.
