Need to Setup Medical Grow To Support 21 Plants Ideas and Comments

I am setting up a new medical garden. I will need to be able to support 21 flowering plants at a time. I am setting up in a small basement location.

-I plan to frame out the flowering area and a separate veg area and cover the walls with plastic. (any cheaper better ideas)

-Veg area will run on 2 400 watt (already have) 4 inch fan ventilation

-Flower area Can I get away with 3 1000 watt air cooled lights on a 8 inch fan

-I plan to run a 8 in fan with carbon filter for ventilation and scrubbing

-For now I will most likely grow in soil due to budget constraints.

Do you think this will work? Is there a better setup that I can use to accommodate 21 plants that I would yield an average of at least a 2 oz yield each? I have about $2000. Can I accommodate 21 plants with a $2000 budget. I already have 2 400 watt lights and a 280 cfm squirrel cage fan.

Budget is limited due to moving and working with a lawyer to maintain a legal medical grow. I will improve my setup as funds become available. I am open to any and all ideas I have been out of growing for a few years. Any medical strain suggestion also appreciated. Thanks

Thanks for link those are great prices. Do you think its enough light? I think temps will be okay since its air cooled and basement temps are low anyway. You think $2000 is a reasonable budget? I don't wanna run outta cash.

Yeah you should be able to get everything you need with that
Are you going to be growing in soil or hydro?

look on craigs list every day and be patient at most a week. You will find an entire grow room and supplies to run it for under a thousand easy. I see it every few days. I am in so cal. Look around there and save a frickin bundle. They also got clones and mother plants for sale.

I would have all three 1000 watts on their own exhaust. Air from outside the room goes through the three hoods and then back outside the room. You could use that 8 inch fan I linked for this
Than I would have a room exhaust which is an exhaust fan suck as this one: http://www.plantlightinghydroponics.com/valueline-inch-435-cfm-centrifugal-inline-fan-p-2260.html
That fan would be connected to a carbon filter and will exhaust the leftover heat in the room and remove the odors when going through the c/f
You could use a passive intake because that 6 inch fan should be strong enough

You might want to look at therma board for the walls instead of plastic..It is real lightweight and easy to work with, but is a better siding than plastic and it's great for cutting exhaust holes and what not..I did my room with and taped all the seems..air tight. Just a thought. I did use plastic inside the door opening with a zipper to seal the door way.
