Need Noob help please,first grow.

Hello,so its my first grow,im germinating seeds right now,6 of 8 visible root now after 50 hours,anyway I didnt understood the whole germination process,so after you plant germed seeds into soil it starts veg time? Cus I read somewhere else it takes a month or I dont rerally understood.And another question would be,do I have to put those seedlings imediatly after veg lamp? Cus my veg lamp is 400w hps,and since those seeds are under soil and dont show for me it looks like waste to run 400w 18/6 no? So once again.
1.Do I put seeds after root shows into soil and starts veg time?
2.Do I put imediatly those seedlings under my veg lamp ( 400w hps )
3.And if yes I put under my HPS then just to confirm,I have to run 18/6 light cycle right? ( photoperiod seeds )
Thanks,im really excited about this and very aware of smallest problems,dont want some stupid mistake to ruin seeds and all my grow,seeds were quite expensive and I want to do everything right.

drop those seeds into your soil ( if that's what you are using ) and wait for them to pop out of the surface. once that happens you can put them under your 400 but make sure the light is about 3 feet away so you don't burn the pore things.. a better solution and less power use would be to buy a T5 to veg under for the first 2-3 weeks until they have at least 3 set of true leaves ..then you can shove them under the 400 at a regular height.. I thin bot 1 inches from the tops but don't quote me ..

and yes 18/6 until you are ready to flower .. usually about 4-6 weeks ..
