Need help with weird root growth

My plants are in day 13 of flowering, day 29 since sprout. I have no signs of sex yet my question is that at the base of the stem right at the soil line i have 4 roots growing out of the base of the stem. Only one plant has it. Why is the root growing above the soil line?

fill soil up to the cotelydons (1st set of round leaves)

thanks, i will add more soil when i cut the lights back on, the lights (4) 4ft 3000k fluors are about 2 inches away bc of the heat and there are 2 4ft 6500k fluors on each side that are about 1 inch away.
