Need help with venting and cooling, getting too hot

Total room size is 3x13x7ft
flower is 3x4x7
veg is 3x3x5
The room is in the basement. DWC, 600 watt light.

The picture explains the air flow. Air is exhausted from the room to under the house where it can mix with outside air through vents in the side of the house. It then is pulled into the basement, then into the room. There is a dehumidifier in the basement.
Outside temps have been getting to 95 in the day and 80 at night. I run the lights at night. Lights off temps are ok at around 76-78f. Lights on temp has been getting to 86f. This is with an outside temp of about 78f at night.

Should I be letting the air mix under the house? Or just exhaust it all outside and pull all fresh air? I was thinking my humidifer would have to run more often, but outside humidity is dropping a bit now and may be ok. During the day I would be pulling in air at 90-95f though. It may cool some from the contact with the ground under the house before it makes it to the room.

If you added an A/C to the system how would you do it? Cool the basement? or just try to cool the flower room? My exhaust for the room also pulls through my cooltube.
