Need help with lights then im ready to grow!

OK, I have everything I need to grow seeds,pots,soil,nutes,ona gel,fans,PH up and down,timer & PH tester.
All I need help with is the lights and when they they get here I'll be ready to grow yea!!!!
I was gonna get a 600 watt switchable but I want to go 2 400 watt switchable yield masters.
I was gonna get the digital but there expensive but no noise. My problem is I live with my mom and do not want her finding out and want something not noisy. Do the electronic ballast make a lot of noise? I could always put a towel under it to cut out the little noise if they don't make much right? Are the lights and ballasts each 400 watts or will it be a total of 800 watts?
I'm gonna grow 4 LR and 2 Light of jah's.
