there are two types of portable a/c - one hose and two hose models. if your 10,000 btu portable a/c is a one hose unit then it actually produces a lot less cooling than rated due to the inefficiencies of using room air to cool the compressor.

also, check out http://www.consumerreports.org/cro/appliances/heating-cooling-and-air/air-conditioners/sizing-worksheet/index.htm that has a detailed calculator - i took a quick stab at it and it came back with needing 15,000 btu's to cool your situation. plug in your own info for better results.

what you want in your situation is probably what is called a mini split a/c. it is highly efficient and if sized correctly will solve your cooling problems. http://www.ajmadison.com/b.php/Ductless+Split/N~40

First off run down the air cooled situation. How many fans? Make sure you got some solid duct work.
Personally If you are not in a permanent location go for more dual hose portable AC. If you get a split system you will have to have an installer charge the lines(or buy pre charged lines=$$$$$$$) Portables are compact, efficient, etc.
Look for models you can run at 220v.....
