I'm a little strapped for cash, but I was thinking this could be an appropriate mix for a limited budget (very limited).

A bag of potting soil, with neutral ph (or as close to neutral as they have).
A bag of perlite

And then I have a lot of tiny aquariam rocks, I was thinking about a 1" layer of those at the bottom of each pot. Just for help flushing, draining.

What kind of potting sil? Check out Home Depot, they have Scott's Premium Potting Soil, it's cheap but works great. Mix it with 30% perlite and you have a winner.

perlite at the bottom workes great with soil instead of rock
when you check to see if it needs to be watered you can check the weight rock could mess that up
Any lose rich soil is good
as long as you have some good nutes the soil is obsolete
