my plant

idk if i should water my plant when its under the lamp or should i water it when its not under the lamp. and would a 400 watt bulb be 2much for my plant? i dont want to burn it. its not dat big but i have hade it for a couple of months now. dirent grow so much cuz i kepd over watering it. n now the pistells and arrow head things r coming out for the end of the branches. is it possible for it to be in the budding process already?

some more info would be great =) and some pics as well =) watering should be in the morning or before put under lamp in your case. and what kind of 400 watt bulb are we talking?? how old is the plant? what light cycle do you have it on? all this info will help us to help you! =) but the wattering thing is correct for ya but need more =) happy grows it!
