my plant wont flower what can i do?

i have been flowering my plant for 6weeks at 12/12 light schedule. i have yet to see any signs of female or male. im using two 40w cfls. temps are between 78-83 degrees.i have no light leaks as i have checked. it is starting to smell sweet but i have seen no signs of its sex. i tend to grow without chemicals but at this time im will to use them if it will make the plant flower. i have been using organic soil. the upper leaves seem to be clawing as well but is still growing new leaves. i dont have many places to go to buy supplies other than walmart homedepot and lowes home improvement. is there anything i can get from there that will help me out. im on a mobile phone so im finding it hard to post pictures.http://m.flickr.com/#/photos/30307596@N07/7578655638/
iknow it is over watered but i was flushing it with bottled water. if there is any nutrients i can buy at the stores mention that would be great. also where i live the water is hard. can i boil the water and let it cool to fix that? im picking up a ph test kit this weekend as well and i think new soil that offers better drainage. ialso know that it is stretched as per the spacing between the nodes. i am aware of this and its just for me so its ok. if anyone can help or offer ideas that would be great. i appreciate the time you take to read and help me out. thanks.

if you are at 6 weeks of 12/12 then you must have a light issue. at that amount of time you should have nice thick buds.

6 weeks flower and no signs of sex? it's got to be a light issue as superstonner said. Are you sure your cfl's are the right spectrum for flower? not sure 80W toatal cfl is enough. How tall is your plant?

Healthy looking at least, Ive read people giving 24-48 hrs of dark time to help induce flowering or 14/10 light schedule. Sorry im not much help just my .02

You might to check if you have a light leak or check your timer if its working.

Did you veg this plant at all, or did you go straight 12/12 from seed?

6 weeks and only that big, 12/12 and no buds. Nutes and light, especially light. Put them under 250 watts minimum

The lights are 2700k. What nutes can i get from walmart home depot or lowes? There are not too many garden stores where i live.

Plant was vegged for about 2 months from seed. I have no clue what kind it is. I usually get really good bud and almost never get seeds so i save whatever i find.i have made sure there are no light leaks. The timer is new and def works. Plant is about one foot three inches. It does smell sweet so i think it will be a female once its starts to flower. I really appreciate the help from everyone.

I still say you don't have enough light tho it's the right spectum, maybe that's why it's taking so long.

its not the amount of light its the amount of time of light. say hello to the hemp plant.

You might be right on the lights. Ill get some more this weekend and set em up.
