Would this be ok for a mother plant?

Mine is currently under 2 IKEA Vaxer bulbs which it is outgrowing.

Just want something cheap and cheerful.

No it's not really enough in my opinion. Wait and see what others say. Amazon had some 105 watt LED lights for under $50 USD. They can be dimmed as well.
