On Thursday, October 31, 2013, at approximately 12:50 AM, officers from the Moreno Valley Police Department were summoned to the Walker Terrace Apartments located in the 13200 Block of Heacock St., Moreno Valley, regarding an explosion.

Within minutes after receiving the call, officers located a Hispanic male outside an apartment. The suspect, a 30 year-old, Hispanic male, from Moreno Valley suffered burn wounds over his body. The suspect was transported to a local hospital for medical treatment. He is in stable condition.

After Moreno Valley Fire Officials deemed the residence safe, officers from the Moreno Valley Police Department located a concentrated marijuana lab. Further investigation determined the concentrated marijuana lab caused the explosion. Riverside County Sheriff’s Drug Endangered Children (DEC) Investigators responded to the scene and determined 4 minor aged children were at risk due the concentrated marijuana lab and the explosion.

It does. 3, 5, or 7 year mandatory minimum, up to 20 years. Extra time if within 1200 feet of a school.

It's manufacturing any drugs. Generally they only prosecute that for BHO, meth, etc. Technically they could give you that for bubblehash, but I haven't heard of anyone getting that.
