mixing kelthane with water for plant spraying

i have a spider mite problem..not quite yet an infestation. so i wanna curb it now and the only thing i can get around here is 35% kelthane wettable powder. but no where on the label does it say how to mix it. and i cant find it on the web either. so here is my question.

how much water vs. kelthane powder do i mix to spray the plants down?

get neem oil on it today or tomorrow and it will disable the eggs or spreading of anytig else. after that continue to neem oil 1 time a week right before lights out time. this stuff is great and cheap 2. 1 1/2 tspn. per gallon of water and 1 tspn dish soap liquid as an imulicifer
