Couple Question...
1. Would it still almost be done if it was kept in the veg. stage
2. How come it doesnt have branch offs like pictures of other plants i've seen, such as the AK47. It seems like its only growin fan leaves and little baby branch offs right above the fan leaves that are about n inch or so.
3. Should i trim off any of the fan leaves?
4. How do i get it to grow taller, should i raise the light n strech it a little?

You can't keep an auto flowerig strain in veg stage, not Lowriders anyway.
I wouldn't advise you cut any of the fan leaves. Leave them be.
As for getting it to grow, what lights, light regimen, soil, nutes, temps etc.

1. Lowryders bypass veg and go into flowering regardless of the light schedule
2. Soil, nutrients, air, lighting, temps etc...
3. No dont trim anything unless its dead
4. Water only once a week, switch to 12/12 lighting. Keep the light as close as you can without burning them.
