Newby question, do I turn the lights on when the seed breaks soil, or when the first set of leaves appears properly?

I keep my lights on during germination (and after of course) to provide warmth during the winter. Just be sure they aren't too close. There is no need to germinate in the dark.

Sprout seeds in the dark, once spouted use lights.

Yea they have sprouted now mate, the first root is out and it's just about to push rest of way through the soil, I can see them so would you say do it now, are wait till they are fully through

If the seeds are pushing out of the soil I would turn on the light.

You don’t say anything about the light. The seedlings can’t handle the same light intensity that even a week old plant can handle. Keep it high. Easier to manage stretch than burn.
