Lights Going to be Enough?

Hello everybody for my veg room im going to run a t5 sun blaze 48, 4 foot 8 bulb that produces 40,000 lumens. and a 400 watt metal halide. I want to be able to have a mother and veg anywhere from 10 - 15 plants to a good size
