is six 26W cfl 6500K enough for a small/medium plant?

If you have 6 bulbs yeah definitely, the bare minimum would be about 3000lumens for square foot and EACH 26W gives off around 1750lumens so your set, just make sure you put the bulbs real close like around 1-2 inches.
Only problem would be that the 6500k cfls are used in the vegetative stage pretty much exclusively, when you turn them on a 12-12 cycle to flower your gonna need some soft white(2700K) bulbs.

perfect, i already was aware about the light coulour, i should of specified that i was only vegging them inside, then ill eventually move them out. Thanks.
