lighting question

I was just wondering if a 4' 2-lamp t12 strip light that uses 2 40 watt t12 bulbs is a good light for veging and flowering? Any suggestions on cheap lighting for one plant?

Yea I've used it in combination with 23watt cfl's. I took it out to support the clones and the flowering mother's didn't develop as quickly. So it must have helped for real.
I use both as the full spectrum purplish bulbs. The brand had something to do with Earth or plant or garden or something.
