I have a 30watt Fluorescent circular bulb in a 18 inch wide, 15 inch deep and 22 inch high box. Is that enough light? Er, has 2k lumens

Nope. Not really. If you have your seedlings close to the bulb they will slowly develope. But they will not thrive. With fluorescent you need about 80-90 watts of green-blue lite for each square foot to develope good growth in the vegetative stage. In the budding stage you need warm reddish color tubes and they have to be more densely packed. You can buy a survival thermal blanket at fluorescent for $2 that reflects the light very well. Drape it on the walls of your grow box and improve efficiency.

Good luck.
