Lighting Needed?

I have a fair size enclosure, about 4 wide 3 deep and about 5 tall, I have 2 floursecent lights on chains to raise the lights as needed, and a CFL Spot on top.
My plant is extremely small for 2 moths of age, I had 1 Cool White Flouro Tube on top, And a 5000k Flouro tube next to it,about an an inch and a half away from the canopy. There is a cfl spot light above thats also 5000k.
Im kinda thinkin this is a little to little light, should i add 2 more flouros to the sides of the enclosure, and perhaps change the spot to a tube as well, and maybe replace all my bulbs with 6500k lamps, maybe High Output lamps?
Ive seen a couple little flying critters, are these a problem or are they fine to be there? Any advice is helpful this is my frist attempt at growing.

T-5 HO are nice. Get those lights as close to the plants as possible and you should see better growth. You can damn near get the leaves touching with flouros.
 
Would it matter if it was t8 or t5 they have ho in both and the t8s are cheaper. Is there i difference in the intensity of light? 6500k color temp correct?
