I have 2 2000 k bulbs the red light used for flowering on babies and four month old? Can you still grow from seen to harvest under these lights Im going to pick up a cool white soon...

Yes, you can, but you may be disappointed with veg growth(stretched out, fewer nodes = less bud sites per volume of plant).
