lighting help

hi, first time poster and grower. im planning on getting it going ive bought movies and books and ive been all over the net. i have a 2 part question. what would be the best lighting for a 20 plant system. cost is not an issue. i want the best. and space is no issue either. what would be the best lighting for the veg and the best for the flowering? also i want to do a smaller 8-9 plant set-up anyone been on "homegrown-hydroponics.com" and seen the setups they have? can u really grow 8 good plants using only 400w? oh and its going to be hydro.

I have grown 12 plants under one 400watt HPS. My next grow will be 15 plants. I use 3 gallon square pots. These fit very well in a 4'x4' space.
