If I were in your situation I would look at

Buy like 8 of one of these lights I guess. Going to be a tad expensive! Might be cheaper to buy smaller lights and more of them. You'd have to research that.

For instance, 8x MIGRO Array (4x4) will cost you $3800 upfront, and over 3 years for electricity, you'd be paying $8232 (Based on the price estimate on the site) 8 of those lights would get you 4000 watts of LED.

It doesn't have to be the MIGRO, there are several good options. That's just the ones I went with for the example.

If your basement is cold, you could opt for HPS lights instead. Cheaper, less efficient, hotter. But then you have to worry a lot more about cooling the place.

AC Infinity makes great fans, but their lights are average based on the reviews I've seen. So it's up to you and your plan and preference. Do you want easy and simple? Buy their tent packages, they come with all included. Great fans, decent tent, decent light. Do you want to convert the entire basement into a grow room or do you want tents down there?

I think the whole room, I can see that the MIGRO ARAY 4X4 has better light spread than the equivalent ac infinity

What's the temp in the basement?
That would decide my lighting type.

As for space, maybe use 3x 1m2
Gives you space either end and plenty of room to move around, pull plants around to work in ect
