i want to use this reflector http://www.sea-of-green.com/econowing-reflector.html with this 400w mh ballast should i even purchase the reflector or will the light from the 400w lamp be enough to support 4 plants.

hey. just started growing about 2 3 weeks ago and i just got a 4 ft floro light that has phillips tubes on it. im trying to grow in a little hatchway [pics will be posted of everything including plants] about ill say 4 feet something tall. would my plants be able to grow off that one light and have enough space vertically?

You can grow 4 plants with a 400 if they're not huge plants. If you scrog you can have more than 4 even. I've seen as many as 10 in a scrog with a 400.
Personally I run a 400 with a Supernova hood in a 2'X4' room and have 2-4 plants at any given time it seems. There were 2 small ones when I got the light and I put 2 more in there that are pretty big but then harvested the original 2 a couple weeks later so there's only the 2 big ones now.
Just noticed you said MH. So if you plan on only using it for veg, you could do a lot of plants with a 400 as they will not be very big until flowering.

found out about the screen of green method but is that a yes or a no on the reflector.

Id say yes on the reflector as long as you have a enough volume in the room and enough ventilation to keep the room cool. I went with the reflector I have because I could air cool it, otherwise it would be 90-100 degrees in there.
@Mickeal- It's still drying but it looks like I'll get a little over 2oz. total (CFL lighting until the last couple weeks). They were clones that I bought and I only veg'd them for about 8 days to keep them small but I could've got more in hindsight.
