You sound like you've got a lot to learn, 27w of flouro is nowhere near enough for a plant, cfls are a good choice for small spaces as they put off little heat so don't need to be more than an inch from the leaves. They are less lumens per watt than HID lights though, you would need AT LEAST 3 of those bulbs per plant for optimum growth. You'd be better off with 42w T5s, 2 per plant minimum.
Make sure you check out the https://www.rollitup.org/view.php?pg=faq and make sure you understand the basics before you start, it'll save time lost from making mistakes.

something from HD would be brilliant

and for watering purpuses
would aqua globes work?
Yo man, I got a 23w CFL grow in my sig. It's 12/12 from clone so I can work it like that. You'd wanna have at least 1 lamp per plant to veg and then you'd have to top and train to keep em short or do vertical and stack the bulbs.

If you can find your balls you should just order an HID off the internet. The first crop will more than pay for itself, and then you got a couple years with that same lamp so it's really a no-brainer.
